Accessibility Statement for PRA Rulebook Online
This website is run by The Bank of England Prudential Regulation Authority. We want as many people as possible to be able to use this website. For example, that means you should be able to:
- change colours, contrast levels and fonts
- navigate most of the website using just a keyboard
- navigate most of the website using speech recognition software
- listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver).

How accessible this website is
We know some parts of this website are not fully accessible, for example:
- Pages do not respond or reflow on small screens or when zoomed into.
- Status messages are not announced to screen readers.
- Font size and text spacing adaptations may obscure some page content.
- Some components of the website are not fully keyboard accessible but alternatives are available. For example the time travel calendar dates can be entered manually using the format: dd/mm/yyyy.
- In-page Rulebook glossary definitions don’t receive keyboard focus and are not read out to screen readers, however they can be access via the main Glossary section.
- Form errors are not always accessible to screen readers.
- Some tables do not have row headers or may have empty header and data cells.
- Some elements have poor colour contrast.
- Not all links have meaningful link text and some visually hidden link information is repeated to screen readers.
- Many documents are in PDF and other formats and are not fully accessible.

- Some parts of the content do not always convey information and relationships by using appropriate html tags. This doesn't meet Success Criterion 1.3.1 Info and Relationships (Level A).
- Most of the PDFs are not fully accessible, for example they may not be tagged or convey document structure. This doesn't meet Success Criterion 1.3.1 Info and Relationships (Level A).
- On the Home page, sector descriptions do not appear in a meaningful order in the source code. This doesn't meet Success Criterion 1.3.2 Meaningful Sequence (Level A).
- Some instructions rely on sensory characteristics alone. This doesn’t meet Success Criterion 1.3.3 Sensory Characteristics (Level A).
- The feedback and contact forms do not use autocomplete or specify appropriate input types when collecting user data. This doesn’t meet Success Criterion 1.3.5 Identify Input Purpose (Level AA).
- Information the EU and Coronavirus updates use colour to convey importance without appropriate semantic structure. This doesn’t meet Success Criterion 1.4.1 Use of Color (Level A).
- There are instances of insufficient colour contrast. This doesn’t meet Success Criterion 1.4.3 Contrast (Minimum) (Level AA).
- Most text is defined in relative units but some text fails to resize with user adaptations. This doesn’t meet Success Criterion 1.4.4 Resize text (Level AA).
- The searching status update message uses an image of text that doesn’t have a text alternative. This doesn’t meet Success Criterion 1.4.5 Images of Text (Level AA).
- The website is not responsive to different screen sizes - horizontal and vertical scroll bars display on small screens or when zoomed in content becomes obscured. This doesn’t meet Success Criterion 1.4.10 Reflow (Level AA).
- Some non-text elements have is insufficient colour contrast. This doesn’t meet Success Criterion 1.4.11 Non-text Contrast (Level AA).
- Text spacing adaptations can cause distortion of the page content and some content is cut off from view. This doesn’t meet Success Criterion 1.4.12 Text Spacing (Level AA).
- Most of the website works with keyboard operation but a few exceptions have been found including the time travel date picker, home page sector description toggle, Rulebook glossary definitions and page options when in the sticky header mode. This doesn't meet Success Criterion 2.1.1 Keyboard (Level A).
- Most pages have descriptive page titles but the Glossary A-Z page titles aren’t unique. This doesn’t meet Success Criterion 2.4.2 Page Titled (Level A).
- In a few areas the focus order is not always logical and focus isn’t always set to the appropriate elements when using keyboard navigation. This doesn’t meet Success Criterion 2.4.3 Focus Order (Level A).
- Not all links are meaningful to screen reader users. This doesn’t meet Success Criterion 2.4.4 Link Purpose (In Context) (Level A).
- Not all elements have a clear focus visible style. This doesn’t meet Success Criterion 2.4.7 Focus Visible (Level AA).
- Some form labels are hidden from assistive technologies or the accessible name is different from visible label. This doesn’t meet Success Criterion 2.5.3 Label in Name (Level A).
- The changes in the visual display of the header and search can cause barriers to screen reader and keyboard users. This doesn’t meet Success Criterion 3.2.3 Consistent Navigation (Level AA).
- Errors on the feedback and contact forms are not read out to screen readers. This doesn’t meet Success Criterion 3.3.1 Error Identification (Level A).
- Invalid and redundant HTML syntax may cause parsing issues. This doesn’t meet Success Criterion 4.1.1 Parsing (Level A).
- Sorting and filter menus use custom scripts to emulate select elements and may not work in the same way as native html forms. This does not meet Success Criterion 4.1.2 Name, Role, Value (Level A).
- Status messages are not announced by screen readers including updates to page content such as search results and filtered content. This does not meet Success Criterion 4.1.3 Status Messages (Level AA).
